About the Position: Serves as the US Army Medical Command's Supervisory Accountant and reports to the Chief, Finance & Accounting Division and the Assistant Deputy Chief of Staff for Resource Management for US Army Medical Command. The incumbent defines objectives, interprets policy promulgated by authorities senior to the immediate supervisor, and determines their effect on program needs.
Duties
Plans for the effective utilization of the Commands integrated financial systems and programs, which include accounting, automation of program and budget submission and management information data.
Provides expert consultative services and extensive interpretations of broad statutory, regulatory, or accounting policy changes of higher accounting authorities to subordinate elements.
Resolves issues where governing laws and regulations are highly interpretive, and precedents are non-existent.
Implements the GFEBS accounting system and follow on accounting systems as required.
Serves as a representative to professional accounting associations by participating in conferences, workshops, training with private/public agencies, other government establishments, and top-level personnel of the MACOM command.
Directs Accounting Operations activities through Staff Accountants and Financial Analysts.
Provides financial services functions to the command.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires approximately 25% TDY in performance of duties.
- This position requires a one-year probation to assess your ability to perform supervisory duties unless previously completed.
- This is a Financial Management Certified position IAW the National Defense Authorization Act (NDAA)2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Basic Requirement for Accounting Officer:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) recommending accounting policy and procedures changes; 2) providing accounting or technical advice and assistance to personnel at all levels; 3) reviewing and evaluating fund control or financial management operations and procedures; AND 4) recommending improvements in functional areas of established accounting or financial management systems

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
