About the Position: Serves as a seasoned management analyst for the development and maintenance of Force Documentation, comprising requirements documentation (Tables of Organization and Equipment (TOEs) and Basis of Issue Plans (BOIPs)) and authorizations documentation (Modified TOEs (MTOEs) and Augmentation Tables of Distribution and Allowance (Aug TDAs)). Provides expert advice, recommendations, and assistance to members of the Team as required.
Duties
Ensure standardization, integration, and quality assurance of Force Documentation.
Participate in evaluating results of documentation and design reviews.
Evaluate major processes and programs including force documentation.
Use complex and unique office automation software to extract data for analysis.
Serves as an expert level analyst in the build and maintenance of requirements and authorization documents.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position may require analyst to travel up to 25% of the time and must be physically able to do so. Must be able to travel overnight within 1 to 2 week notice and operate a government sedan or rental car while traveling.
- Incumbent may be required to work overtime.
- Incumbent must have the physical dexterity to operate a computer keyboard and computer pointing device (mouse).
- Incumbent must obtain and maintain a Secret clearance.
- One year trial period may be required.
Qualifications
Position may be filled as a term appointment Not-To-Exceed (3) years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
Current permanent Federal employees (to include permanent Army employees) applying for Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.

GS-11
Specialized Experience for the GS-11: One year of specialized experience which includes 1. analyze organizational efficiency to recommend changes or improvements; 2. analyze organizational efficiency to recommend changes or improvements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education Substitution for Specialized Experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited college or university that is directly related to the work of the position. (Note: You must attach a copy of your transcripts.)
OR
Combination of Experience and Education Substitution for Specialized Experience: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
GS12
Specialized Experience for the GS-12: One year of specialized experience which includes 1. applying conventional methods to analyze information concerning management processes to draw conclusions and recommend appropriate action. 2. utilizing statistical methods and techniques to direct studies and improve productivity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

GS-13
Specialized Experience for the GS-13: One year of specialized experience which includes 1. developing Tables of Organization and Equipment within the Force Management System (FMS); 2. Developing Authorization documents (MTOEs/AUGTDAs) in support of Command Plan; 3. providing expert guidance regarding force integration support and documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
