About the Position: This PROGRAM ANALYST position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), OFFICE OF THE PEO (6AA) DIVISION.

Duties

Serves as Program Analyst (Budget) with the responsibility and authority for the financial management program planning and evaluation functions and budget formulation/analysis for assigned area. Formulates instructions for implementation of DoD and DA agencies supporting the project. Analyzes, develops and executes current or long-range Strategic plans within assigned areas of responsibility to provide technical specialists with evaluative material for effective direction of the programs. Serves as primary financial advisor to assigned program. Provides expert interpretation, advice and recommendations on all financial matters, policies, and regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management within 60 months of entry on duty.
  • This position requires the incumbent to maintain a Secret Security Clearance.

Specialized experience is defined as performing ALL of the following duties: 1) Preparing budget documents in support of the Congressional Justification Books such as Procurement and Research, Development, Test and Evaluation Forms (P&R-Forms); 2) Composing written impact statements or requests for information (RFI) related to president's budget to address congressional inquiries; 3) Preparing briefs for high-ranking officials such as Program Objective Memorandum (POM) briefs, Army Program Budget Briefs (APBB), Annual Program Reviews OR Acquisition Shaping Panel (ASP) briefs to ensure program objectives are met efficiently; AND 4) Assessing program documentation to identify necessary modifications to align with mission requirements. You will be evaluated on the basis of your level of competency in the following areas: Decision SupportFinancial AnalysisProblem SolvingStakeholder Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-02 or GS-11).
