The primary purpose of this position is to serve as Theater Posture Planner, HQ USCENTCOM; responsible for the development and management of the Global Defense Posture (GDP) in the USCENTCOM AOR in coordination with the Joint Staff and Office of the Secretary of Defense (OSD) in support of planning requirements.

Duties

Provide strategic thinking and expert advice on Theater Posture and resource requirements. Coordinates high visibility HQ USCENTCOM theater posture planning efforts with other agencies to ensure unity of effort within the command. Represents CENTCOM and establishes, develops, and maintains effective working relationships with higher headquarters and external organizations. Plans, organizes, and directs the posture planning activities of the Plans Division, ensuring that Special Programs (Plans) comply with legal and regulatory requirements and meets customer needs.

  • This position is subject to provisions of the DoD Priority Placement Program
  • Incumbent may be required to perform periodic travel (CONUS and OCONUS) in commercial and military aircraft.
  • This position is emergency-essential (EE). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize (con't)
  • (con') against anthrax and other diseases. In the event of a crisis, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or designated alternate may be required to (con't)
  • (con't) take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E (con't)
  • (con't) position and requires the incumbent, or designated alternate, to be removed from any military recall status. While deployed to an overseas location, the E-E duties require the incumbent to be issued and carry a firearm, operate a (con't)
  • (con't)government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved (con't)
  • (con't) Department of Defense (DOD) civilian uniform while deployed. Some of USCENTCOM's AOR has been considered "war zone" hazardous duty. Position is subject to recall during off-shift hours seven days a week, twenty-four hours a day.

  • Position requires accompanying the USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations. This may require operation in both field conditions and a combat zone.
  • This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of (con't)
  • (con't) of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

Qualifications

Conditions of Employment (continued: This is a MISSION ESSENTIAL position which reporting to work and/or remain at work regardless of inclement weather; national disasters/emergencies is required. Mission essential positions require the employee to continue to perform essential functions during contingency operations, natural disasters, extreme weather situations or other emergency situations. These mission essential functions are existing functions that enable the Federal government to continue to provide the necessary, vital services during time of need and require great commitment of the civilian employee. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments. Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions, e.g., management of agency research operations, or staffing requirements for new or substantially altered training or operational missions and programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level strategic and operational crisis action plans and programs for conducting major operations such as operations, exercises, special operations, or similar operations in the USCENTCOM area of responsibility Knowledgeable in conducting strategic planning and analysis of key issues impacting theater posture, and developing campaign, posture and deliberate plans. Knowledge of USCENTCOM program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Expert knowledge of the political, military and information environment of the HQ USCENTCOM Area of Responsibility (AOR) and the extent to which these factors influence the success of developed war plans and flexible deterrent options as well as Security Cooperation efforts. Firsthand knowledge of USCENTCOM AOR to include experience in Iraq, Afghanistan and surrounding countries and their Leaders. Ability to analyze, plan and adjust work operations of one or more subordinate organizations to meet program requirements and objectives within available resources while effectively communicating both orally and in writing; and demonstrating the ability to negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
