This National Guard position is for an IT SPECIALIST (NETWORK) (TITLE 32), Position Description Number D0262000 and is part of the FL 164th ADA, National Guard.

Duties

As an IT SPECIALIST (NETWORK) (TITLE 32), GS-2210-11, you will perform a variety of network device configuration and connectivity tasks. Execute procedures and coordinate corrective action to optimize network performance. Install, configure and monitor tested and evaluated software packages that provide performance measurements of the WAN/LAN. Implement the standard configuration software loads for all network devices. Utilize benchmarks and performance measurement and evaluation data to manage network servers and data communication devices to support normal and surge workload. Work with technical support personnel in resolving critical problems. Use remote management software tools to maintain and update configuration, protocol and user/system files. Document and track change to configuration, protocol and user/system files. Execute appropriate action to ensure backup processes are completed. Evaluate the performance of network devices such as servers, workstations, and peripheral devices, and remote access systems. Coordinate the development and implementation of configuration management plans for complex LANs and WANs with supported elements to include headquarters staff elements, tenant activities, state government, regional operating activities and national agencies. Implement plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods. Monitor distribution of applications and upgrades ensuring compliance with regulations and copyright laws. Implement procedures to ensure accurate records of authorized users of distributed software are maintained. Implement the standard operating procedures for all devices on the network. Review and evaluate proposed software. Provide input to briefings and presentations on the complexities of the installation networks. These briefings provide the basis for long-range decision planning relating to C4 network project management. Analyze equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels.

  • This position is categorized as IAT Level II IAW DOD 8570.01. Selectee must obtain required formal training within 6 months of hire date.
  • Must be able to obtain and maintain a Secret security clearance.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency; Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. NOTES: 1. This position is categorized as IAT Level II IAW DOD 8570.01. Selectee must obtain required formal training within 6 months of hire date. 2. Must be able to obtain and maintain a Secret security clearance. FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. The current exclusive representative is The Association of Civilian Technicians, Chapter 87 and the President is Mr. Michael Ortmayer at [email protected]. MILITARY GRADES: Enlisted/Warrant Officer; E5 thru CW4. TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard):This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. GENERAL EXPERIENCE: Must have experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled you to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: GS-11 Must have at least one year of specialized experiences at the GS-09 level or the equivalent which provides knowledge and/or experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of Ph.D.
or
equivalent doctoral degreeor3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
