You will serve as a Program Analyst at Naval Undersea Warfare Center Division, Keyport (NAVUNSEAWARCENDIV KEYPORT WA).

Duties

You will determine impact of planned or newly accepted projects with respect to resource availability and targeted work completion dates. You will perform analytical and evaluation work related to the execution phases of Keyport operating programs. You will analyze staff, prepare reports, and review services in the areas of manpower utilization and planning with respect to operating and/or planned programs. You will analyze data, evaluate and interpret the findings, develop constructive conclusions and recommendations, and present clear, well-organized written and/or oral reports. You will assist in championing process improvement initiatives by conducting research, performing funding analysis, and generating reports. You will provide advice to management concerning overhead fund expenditure; monitoring financial reports and records and reports significant changes to the supervisor.

  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing project trends to recommend or establish solutions regarding processes and methods for an organization. For GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing budgeting factors to identify trends regarding meeting objectives for an organization. Education

Education may be substituted for specialized experience as follows: For the GS-09 position:

A Master's or equivalent graduate degree;
OR
Two full years of progressively higher level graduate education leading to a Master's or equivalent degree;
OR
An LL.B. or J.D., in a field directly related to the position being filled;
OR

A combination of experience and graduate education as described above that equates to one year of experience.

For the GS-07 position:

One full year of graduate level education;
OR
Successful completion of a Bachelor's degree with superior academic achievement;
OR
A combination of experience and graduate education as described above that equates to one year of experience.
