You will serve as a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST (WORKFORCE) in the Occupational, Safety, and Health Department of PEARL HARBOR NSY AND IMF. SALARY: GS-11: $75,640 - $98,330 GS-12: $90,662 - $117,856

Duties

You will assess program and project management processes and functions for completeness and technical accuracy, object achievement, and resolutions of problems. You will collect, analyze and provide corrective actions to specific program functions to achieve awareness of safety hazards and corresponding preventive procedures. You will train workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. You will assess training and development competencies, identify development gaps and training need for personnel You will collect data and present findings to leadership with recommendations of how to close performance gaps. You will create and implement development goals and objectives for personnel to enhance their qualifications. You will manage training programs, determine and provide training and educational resource to personnel. You will develop and provide training program recommendations and guidance documents to support training and development objectives.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting and evaluating occupational safety and health program surveys and functions (i.e. Program/Project Self-Assessment, OSH-Grams, surveillances, and inspections) by analyzing safety hazards and preventative procedures to assist in recommending training and educational resources are meeting program objectives. FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, conducting, and evaluating occupational safety and health program surveys and functions (i.e. Program/Project Self-Assessment, OSH-Grams, surveillances, and inspections) by analyzing safety hazards and preventative procedures to recommend training and educational resources are meeting program objectives. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR GS-11 ONLY:
Successful completion of a Ph.D. or equivalent doctoral degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
