The primary purpose of this position is to provide legal expertise and support to legal assistance attorneys assisting clients in the field across the Department of the Air Force (DAF) enabling Exceptional Family Member (EFM) legal support worldwide.
Duties
Implementation and Administration of EFMP Policy and Guidance with respect to Education Law. Under the direction of the Branch Chief, implements policy, guidance, and strategy, to include conducting research, drafting and preparing legal reviews on requests for comments, or recommendations with respect to the development of legislation, regulations, policies, responses to Congress, agency memoranda, policies or procedures with respect to Education law.
Education and Training. Under the direction of the Branch Chief, develops legal training, curriculum, and educational materials for legal assistance attorneys and paralegals across DAF to enable EFM legal support worldwide, particularly computer-based training and database content management.
Field Support and Legal Assistance Counsel. Under the direction of the Branch Chief, helps to develop AF-wide direction, guidance, and seasoned legal assistance counsel to base-level military and civilian attorneys on legal issues affecting EFMP eligible families.
EFM Outreach. Works with the Branch Chief to provide EFM Legal Outreach. Implements outreach and communications plan, goals, strategies, and methodologies. Creates materials for legal assistance attorneys world-wide to facilitate effective outreach.

- Must be a graduate of a law school accredited by the American Bar Association and be currently licensed as an attorney in active (or equivalent) status. Must be in good standing with the bar of a U.S. state, territory, or commonwealth
- Must adhere to the Air Force Rules of Professional Conduct
- Must be able to obtain and maintain a SECRET security clearance
- May be required to work overtime
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
- Leave accrual may be authorized upon request

Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Specialized Experience: In addition to the basic requirement, you must have professional legal experience in excess of two (2) years that commensurate with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of concepts, principles and practices and skill sufficient to provide authoritative advice and assistance on difficult and complex disability and disability education law matters.
2. Knowledge and skill in the interpretation, analysis, and application of all laws and/or regulations having a nexus to the Section 504, ADA, the IDEA, Family Educational Rights and Privacy Act (FERPA), and general state education laws.
3. Knowledge of and skill in instructional methods and ability to apply instruction techniques coupled with sound judgment and originality.
4. Knowledge of DoD and Air Force organizations, functions, authorities, and lines of command across the entire spectrum of DoD and Air Force operations. Be able to collaborate effectively with all individuals involved in helping EFMP families.
5. Knowledge of communications methods and techniques to communicate effectively, orally and in writing, in a clear and concise manner on technical and legal issues and principles with people of various backgrounds. Knowledge of and familiarity with electronic word processing, legal document software programs, and electronic legal research.
6. Ability to analyze issues to identify relevant issues, applicable law, and evidence, and to draw sound conclusions and make appropriate recommendations; to research, arrange, analyze, evaluate and compile evidence to answer questions, resolve legal issues, draft documents and pleadings and prepare cases for adjudication. Ability to work as part of a team, create and maintain collaborative and professional working environments, and effectively communicate with senior leadership.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
