You will serve as a Supervisory Human Resources Specialist in the Executive Management Program Office (EMPO) within the office of the Assistant Secretary of the Navy (Manpower and Reserve Affairs).
Duties
You will serve as a subject matter expert and consultant, ensuring the various HR functions and actions comply with legal and regulatory requirements and meet customer needs.
You will research, interpret, analyze and apply various guidelines, policies, regulations, etc. Plans and schedules work in a manner promoting a smooth flow and even distribution.
You will provide functional and technical support to users of the departments' systems and tools that support talent management and performance management.
You will develop, prepare and deliver position papers, reports, briefings, and congressional responses.
You will develop performance standards and evaluate work performance of subordinates.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience serving as a subject matter expert and consultant ensuring various HR functions and actions comply with legal and regulatory requirements and providing guidance and assistance to Senior Executive Service members (SES), senior HR professionals, and Human Resource Offices (HROs).
Experience with executive HR lifecycles for Senior Executive members (SES), Senior Professionals (SL/ST), Highly Qualified Experts (HQEs), and all other executive level positions.
Experience developing, preparing, and delivering position papers, reports, briefings, and congressional responses.
Experience supervising a staff of human resources professionals.
