You will serve as an Administrative Officer in the Contracting Division, Code 130200 of NAVAL RESEARCH LABORATORY.

Duties

You will assist in the preparation of the indirect and direct budget. You will serve as the Purchase Cardholder and perform functions related to the Program. You will act as the liaison between the Division and the Human Resources Office. You will prepare Requests for Personnel Actions including recruitment/selection packages. You will assist travelers with preparation of travel documents in an automated travel system. You will request and maintain security clearances, compose correspondence and justifications. You will interpret and apply policies and procedures pertaining to the human resource programs, Purchase Card Program, Security, and Financial Management policies and procedures.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower grade level (GS-01/04) or pay band (NO-01) in the federal service or equivalent experience in the private or public sector performing all of the following duties: 1) communicating effectively orally and in writing; 2) possess knowledge of budget practices and procedures; 3) possess knowledge of database management techniques and software; 4) analyze problems and formulate results; 5) possess knowledge of personnel practices and procedures; and 6) research, interpret and apply a variety of rules and regulations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Successfully completed a four-year course of study leading to a bachelor's degree
  • A combination of post-high school education and general/specialized experience
