You will serve as an Administrative Officer in the Ocean & Atmospheric Science & Tech Division of NAVAL RESEARCH LABORATORY.

Duties

You will determine resource requirements such as allocations, salary needs, and procurements. You will liaison with various support divisions. You will develop budgetary plans and make modifications to the divisions budget. You will advise managers on disciplinary actions. You will act as the focal point for administrative project-related issues, determining resource requirements such as space allocations, salary needs and procurement. You will recommend administrative and management goals and objectives. You will devise, initiate, plan, coordinate, direct, and execute the administrative and financial management actions of the Division.

  • Generally, current federal employees applying for Demo jobs must serve at least one year at the next lower band level. This requirement is called time-in-band. Time-in-band requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing some or all of the following duties:1) Developing, managing, and applying policies and procedures related to budget and accounting in a revolving fund environment; 2) Managing procurements, personnel, and equipment control procedures for a division; 3) Evaluating financial management policies and procedures; and 4) Coordinating performance appraisal programs, hiring actions, promotions and awards. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
