You will serve as an Administrative Officer in the Ocean & Atmospheric Science & Tech Division of NAVAL RESEARCH LABORATORY.
Duties
You will determine resource requirements such as allocations, salary needs, and procurements.
You will liaison with various support divisions.
You will develop budgetary plans and make modifications to the divisions budget.
You will advise managers on disciplinary actions.
You will act as the focal point for administrative project-related issues, determining resource requirements such as space allocations, salary needs and procurement.
You will recommend administrative and management goals and objectives.
You will devise, initiate, plan, coordinate, direct, and execute the administrative and financial management actions of the Division.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS 5-10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an Administrative Officer. Specialized experience must include some or all of the following: 1) Demonstrating an advanced knowledge of financial management policies and procedures; 2) Communicating clearly to groups to express sets of stated goals; 3) Working in personnel supervision with knowledge of the ability to implement EEO regulations; 4) Demonstrating the ability to perform studies and analyses of administrative policies, procedures, organizational challenges, and workforce utilization; and 5) Exhibiting knowledge of procurement, contracting, and equipment control procedures and functions.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Ph.D. or equivalent doctoral degree;
- 3 full years of progressively higher level graduate education leading to such a degree;
- LL.M., if related; or
- A combination of experience and graduate education as described above that equates to one year of experience
