Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated June 23, 2023.
As an IT PROJECT MANAGER (PLCYPLN) at the GS-2210-13/14 some of your typical work assignments may include:
Exercises delegated authority to direct and oversee the overall Planning, Programming, and Budgeting Execution (PPBE) direction and timely execution of assigned programs.
Performs Contract Officer Representative (COR) duties; reviews and prepares authoritative input to IT-PM programs for the execution of support, contractor personnel management, and equipment purchases for DTRA IT Directorate, estimating over $130M yearly funding allocations.
Reviews, approves and executes Statements of Work (SOWs) and Procurement Requests (PRs).
Monitors all contracts/contract actions (80+) activities to ensure products and services acquired by the program are consistent with requirements and ensures that all goods and services are delivered on time, in good condition, and within budget.
Assesses customer needs statements and resource demand signals, translating information into Technical Objectives and provides authoritative analyses, reports, and recommendations in the form of memoranda and briefings for Directorate, Agency, and DoD related projects.
Reviews and evaluates projects for adequacy, ensures compliance with contracts and recommends program changes or restructuring.
Coordinates and directs activities of performers and conducts program reviews to ensure adherence to programmatic and fiscal plans; identifies technical and programmatic issues and initiates resolution of problems identified.
Leads determination of requirements, resolves critical problems that arise, facilitates communication with all stakeholders, manages program interaction and integration with other systems, and ensures the accomplishment of program goals and objectives (meeting or exceeding cost, schedule and performance parameters).
Performs risk assessment and management, quality assurance, and information assurance of programs and systems.
Develops and defines requirements, scope and objectives for IT programs and systems and ensures the efficient and effective application, management, and modernization of DTRA IT.
Manages programs, continually balancing risks, requirements and complexities which may be characterized by compelling and potentially conflicting requirements or continuous trade-off and compromise.
Provides guidance and makes high visibility programmatic decisions, which may have major impacts on mission readiness and effectiveness of the Agency and/or DoD ACAT-level Program.
Implements and sustains Agency and DoD-wide IT programs and systems such as DTRA's Enterprise-wide IT Services and Solutions program and other mission assurance and CWMD IT programs and systems that support DTRA's mission to make the world safer.
Provides administrative, programmatic, and financial guidance and management support to major defense Information Management and Technology projects, delivering critical mission assurance and CWMD capabilities to Office of the Secretary of Defense (OSD), Combatant
Commands (CCMDs), Military Services, and a variety of other DoD, U.S. Government, and international partners.
Reviews DTRA's IT portfolio to ensure both mission requirements and project objectives are being met.
Ensures requirements are managed, objectives and appropriate performance and service-level metrics are defined for IT programs and projects with Agency-wide impact.
Supports missions encompass successfully deploying and maintaining standardized system solution(s) to improve overall business management and compliance with Department of Defense (DoD) requirements.
Provides direct support for and oversees projects that use IT, including National Security Systems.
Applies IT-related laws, policies, directives and provides IT-related guidance throughout the total acquisition life-cycle.
Implements program and project management systems for the Agency and reports directly to the Chief Information Officer.
Serves as expert advisor to the DTRA Chief Information Officer and Senior Business Officer for project management aspects of DTRA's core business, mission and infrastructure systems.
Represents leadership for assigned projects in meetings, working groups, and presentations at all appropriate levels internal to DTRA, across DoD, and with external partners (e.g., industry).
Maintains liaison with appropriate offices and individuals and routinely contacts various offices within OSD, the CCMDs, and the Military Services to inform them of significant milestones, program changes and other substantive events.
Provides justification for the programmatic, technical and project integrity of the proposed plans and prepares appropriate briefings or correspondence as required/directed.

Qualifications
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

You may qualify at the GS -14 , if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
Experience managing multiple projects and programs related to data analysis of IT systems and services.
Experience managing and/or supporting Major Defense Acquisition Program, Acquisition Category (ACAT-level) programs of record.
Experience developing project goals, scope, and critical paths in agile project management; documenting/delivering against customer requirements.
Experience with Planning, Programming and Budgeting Execution.
Experience with developing work break down structures and project planning, including monitoring, reporting on, and shaping costs/schedules performance.
Experience briefing stakeholders on program background, courses of action, and recommendations.
Experience with mission assurance (defined as ensuring the protection and continued function and resilience of capabilities and assets, including personnel, equipment, facilities, networks, information and information systems, infrastructure, and supply chains, critical to the execution of DoD mission-essential functions in any operating environment or condition) and counter-WMD or counter-threat networks-related IT systems/programs/efforts (defined as those involving the analysis of data to detect, deter, or defeat the procurement, proliferation, or use of weapons counter to U.S. interests).

One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
Experience providing support to projects and programs related to IT systems.
Experience supporting Major Defense Acquisition programs of record.
Experience managing/overseeing "no fail" missions and project execution.
Experience assisting with Planning, Programming, Budgeting, and Execution process.
Experience assisting with Agile Project Management processes, including monitoring, and shaping contract performance execution. Experience supporting mission assurance and counter WMD or counter-threat networks related to IT systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
