This position is in the Health Professions Education (HPE) Office (HPEO) and is organizationally aligned and supervised by the HPE Manager, with oversight from the Designated Education Officer (DEO) who reports to the Chief of Staff (COS). The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and Office of Academic Affiliations (OAA) strategic plans.

Duties

Major Duties and Responsibilities: HPT Onboarding Specialist - The HPE Specialist serves in the capacity as the HPT onboarding specialist. The position works independently and responds to requests for information and guidance from all levels of the organization. This requires in-depth knowledge of VHA, VISN and facility clinical and administrative operations, VA, VHA, OAA policy, national databases, and analytical techniques for systems used by HR, personnel security, IT, and mandatory training. The position analyzes and synthesizes data from diverse data systems and sources to cross check, validate and present accurate and relevant information. The position produces policy documents to provide authoritative responses to inquiries, develop reports and display information in a variety of formats tailored to the applicable audience (OAA program office, facility leadership, or academic affiliates). The position develops and implements systems to inform the DEO and facility managers by providing oversight and leadership in the areas of HPT processing, management, and training. These systems are used to maintain compliance and complete reporting requirements as required by OAA's VHA Handbooks and Directives (1400 series). The position utilizes knowledge and experience in health care delivery systems to oversee and manage HPT experiences from start to finish. The work contributes to effective management and growth of local programs and academic affiliates to attract HPTs with the goal of eventual recruitment into VHA clinical provider positions. The position serves as the facility subject matter expert in HPT recruitment, supporting clinical services and providing guidance related to Trainee Recruitment Events (TREs), VA scholarship and loan repayment programs for HPTs (i.e., Health Professional Scholarship Program [HPSP], Specialty Education Loan Repayment Program [SELRP], etc.), and hiring flexibilities to recruit and appoint HPE program graduates. Program Administration, Outreach and Development - The position has ongoing communications with academic affiliates and HPE program leaders to promote VA's academic mission, establish / maintain affiliation agreements, coordinate changes in OAA policy, and communicate priorities and requirements for oversight of HPE programs. The position ensures the flow of information and that required actions are completed or referred to the appropriate individuals for action. The work contributes to efficient HPE operations and program management, development of new initiatives, strategic communications, assessment of the clinical learning environment, information management and validation of data, academic affiliate and program accreditation, and HPT qualifications. The position ensures timely completion of multiple, complex processes and activities to prevent inefficiencies or delays in patient care, clinic productivity, and educational opportunities. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00 am to 4:30 pm, Monday through Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. Note: You must submit a copy of your most recent personnel action/SF50. Additionally, An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. With a major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
