Duties
Incumbent is the principal health system advisor and staff assistant to the Chief of Staff. The VA Ann Arbor Healthcare System (VAAAHS) is a 1 a complexity medical center that operates 105 medical, surgical, psychiatric, and critical care beds and 40 Community Living Center beds.
Additionally, VAAAHS has 24/7 emergency department. There are three Community Based Outpatient Clinics across two states. VAAHS has a large research and development program including a Geriatric Research Education Clinic Center (GRECC) and a Health Service Research and Development (HSR&D) center for excellence. There are over 40 academic affiliations including a primary affiliation with the University of Michigan Medical School.

Work Schedule: 8:00 AM to 4:30 PM (Monday through Friday)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 include in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered. Ability to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issue by the agency or in measuring and evaluating program accomplishments. Knowledge and understanding of management principles, practices, methods and techniques and skills in integrating management plans into the general management of hospital operations. Knowledge of the missions, organizations, programs and requirements of health care delivery systems in general, and the VA system in particular. Knowledge of management analysis, resource management, human resources management, and program analysis methods. Knowledge of employee development and training principles, concepts, techniques and guidelines, and a thorough understanding of management objectives and hospital administration systems. Knowledge of government-wide, agency and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Skill in application of fact finding and investigative techniques; oral and written communications' and development of presentations and reports. Skill in supervision of managing a workforce of subordinates to accomplish the work required to operate multiple significant programs and organizational functions..
