This position serves as the Director of Operations for the NCPS, is a member of the NCPS Executive Leadership Team, and reports to the Executive Director of the NCPS which is a SES equivalent position. The VHA National Center for Patient Safety (NCPS) develops, leads, and oversees activities and programs concerned with improving patient safety throughout the VHA.

Duties

This is for a Detail or Temporary promotion NTE 120 days with the option to be extended or be made permanent without further competition, if approved to fill permanently. The major duties of the position include: Providing technical and administrative supervision to multiple sections of professional and administrative positions. Establishing performance standards and evaluating the performance of subordinate supervisors. Making determinations on grievances, recommending training, and approving leave of subordinates. Serving as a senior management level liaison with all elements of the Veterans Health Administration (VHA), Veterans Integrated Service Networks (VISNs), and VA Medical Center patient safety programs. Serving as the Executive Director's representative and attending meetings on his/her behalf. Serving as the conduit for information flow and manager of assignments between the Executive Director, the five work streams under his/her purview and the Project Manager. Serving as the principal administrative and operational staff advisor to the Executive Director, providing direction to and oversight of the programmatic and administrative management functions. Performing duties related to all areas of health care management, including human capital management, financial management, quality management, strategic planning, project management, capital asset planning, environment of care, procurement/logistics planning and field operations. Leading, coordinating, planning, organizing, and carrying through to completion program plans, program/policy analysis, data collection, legislative interpretation, and analytical studies. Providing oversight of the NCPS budget. Reviewing written materials prepared by subordinate supervisors and their teams within the program office. Performing a variety of administrative management functions. Evaluating, processing, or making recommendation for effective organizational changes affecting patient safety programs nationally. Developing internal administrative policies, guidelines and procedures. Briefing NCPS and VHA leadership on all implications of actions proposed and making recommendations. Prepares and/or reviews special reports, white papers, issue briefs, and decision papers on behalf of NCPS for VHA and VA leadership. Work Schedule: 8:00am-4:30pm, Mon-Fri. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: BASIC EDUCATION REQUIREMENT- You must first meet Basic Education Requirements for this position as described below. Transcripts are REQUIRED. Basic Requirement: Individual Occupational Requirement: To meet the basic qualification of the 0671 Health System Administration Occupational Series, you must possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration -OR- you must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. AND In addition to meeting the basic education requirement, you must also meet the specialized experience requirement. You may qualify based on your experience as described below: GS-15 Qualification requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. To be minimally qualified for this position at the GS-14 level, you must meet 4 of the 6 examples listed below. Specialized experience is: Providing direction to and oversight of the programmatic and administrative management functions required for an office, including human capital management, financial management, quality management, strategic planning, project management, capital asset planning, environment of care, procurement/logistics planning and field operations. Providing expert advice and counsel on a variety of policies and/or procedures such as restructuring of administrative programs to leadership. Leading, coordinating, planning, organizing, and carrying through to completion program plans, program/policy analysis, data collection, legislative interpretation, and analytical studies. Providing oversight of a program's budget. Performing duties related to HR functions including recruitment, retention, employee/labor relations and performance appraisals. Analyzing data, drawing conclusions and preparing reports after interpretations have been approved. You will be rated on the following Competencies for this position: Planning and Evaluating Technical Competence Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
