Duties
PRINCIPAL RESPONSIBILITIES AND DUTIES:
As a Health System Specialist, the incumbent serves as the Chief of Staffs executive administrative support person in the management of all services reporting to the Chief of Staff. S/he maintains close liaison with the direct care health services reporting to the Chief of Staff, assists the Chief of Staff in coordinating the efforts of the services so that the patient care, teaching and research missions of the healthcare system are met. S/he maintains continuous effective personal relationships with all service chiefs and their staff on matters concerning the office of the Chief of Staff. S/he keeps the Chief of Staff informed in areas which could have significant impact on the successful operation of the office of the Chief of Staff. S/he provides advice and guidance to all clinical service chiefs and their staff with regards to issues and standards involving the medical staff, personnel matters, credentialing issues, tort claims and the tort claims process, etc. S/he is delegated the authority to make decisions and sign off on documents of an administrative nature not involving the clinical judgment of the Chief of Staff as a physician. S/he represents the Chief of Staff on various committees and functions and sits in for the Chief of Staff in his absence when requested.
The incumbent works with the Chief of Staff, Service Chiefs and Administrative Officers to develop, analyze, evaluate, advise on, or improve the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management.
The incumbent conducts and directs special studies and analyzes complex problems relating to administrative issue concerning the Chief of Staff. S/he recommends solutions and supervises the implementation of the solutions once they are approved. S/he is responsible for acting on directives and for writing policies applicable to the healthcare system based on these directives.
Incumbent conducts and/or supervises special studies and surveys employing the principles of scientific management to assist and advise the Chief of Staff as to the most effective method for accomplishing the Medical Center's mission and goals. The incumbent analyzes management techniques, processes, and styles for improving organizational effectiveness. Evaluates and makes recommendations for effective organizational changes. Analyzes multifunctional programs within the medical center, functions, and organizations to determine whether the management system in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound management. He/she provides advice and recommendation to Service Chiefs and the Administrative Officers, including advices on the distribution of workload among organizations and the positions needed to do the work. Analytical techniques are varied, and many are complex. He/she performs work related to reviewing and monitoring the impact of programs, plans, procedures, and methodologies; and/or analyzing quality initiatives and processes. The overall goal is to meet organizational objectives and customer needs to enhance teamwork and improve overall performance. Works with senior managers to assure their input to quality related projects. The incumbent serves as internal consultant to the management team on specific program improvement and development projects such as aligning organizational processes and reinforcing new practices. Consultant function includes training managers and supervisors, researching analytic techniques and searching relevant literature.
Meets the needs of customers while supporting the VHA and VISN missions. Consistently communicates and treats customers (patients, visitors, volunteers, and all Healthcare System, VISN and VHA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.
Work Schedule: 8:00 am to 4:30 pm, Monday through Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
Note: You must submit a copy of your most recent personnel action/SF50. Additionally, An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Preferred experience (not required):
Expert level knowledge of health care service administration, continuous quality improvement; data analysis; healthcare principles, theories and practices; budgeting, planning, administration, and labor/union relationships, or other key administrative support functions; sufficient to analyze and evaluate broad and difficult problems, apply extensive qualitative and/or quantitative methods for program improvement, make recommendations for complicated solutions; and the related ability to apply health care management principles to complex problem-solving situations.
Mastery of and skill in applying advanced qualitative and quantitative techniques in order to perform thorough management analysis of current and projected diagnostic service programs.
Expert knowledge of the unique characteristics of the specific health care delivery system served, the missions, organizations, programs, and requirements of health care delivery systems, intra- and interdepartmental relationships, and agency operations and programs sufficient to interact effectively with healthcare facilities and to seek out and secure more detailed, technical information for task accomplishment when needed.

Physical Requirements: The position requires considerable travel throughout the medical center and carrying of light-to-medium weight items such as medical records, reports and manuals. Travel by automobile and airplane may also be required.
