About the Position: You will manage database tracking information systems for Construction Division. Act as subject matter expert in all aspect of data queries and analysis.
Duties
You will provide analytical support, data analysis, and management studies in support of program management and business operations.
If position is filled at the GS-09 or GS-11 level, the duties are developmental in nature and under closer supervision. The duties are described at the full performance level GS-12.
Use information from a variety of Automated Information Systems (AIS), records, surveys, and external reference sources.
Assist management with tracking and reporting program/project performance metrics and conducts statistical analysis of data to identify trends, current issues and future risks impacting program/project execution.
Gather, configure, quantify and analyze data and reports in support of Construction programs.
Use MS Excel extensively and Power BI to analyze data

GS-09 - Specialized Experience: One year of specialized experience which includes tracking and reporting program/project performance metrics This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, finance, business administration, public administration, or a related discipline directly related to the position being filled.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 - Specialized Experience: One year of specialized experience which includes gathering, configuring, quantifying, and analyzing data and reports in support of construction programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, finance, business administration, public administration, or a related discipline directly related to the position being filled.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 - Specialized Experience: One year of specialized experience which includes providing analytical support, data analysis, and management studies in support of construction program management and business operations, and statistical analysis of data to identify trends, current issues and future risks impacting construction program/project execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
At the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: GS-12 applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Time in Grade Requirement: GS-11 applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
Time in Grade Requirement: GS-09 applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07).
Education
