This position is part of the Defense Threat Reduction Agency. The incumbent provides analysis of complex data and information to support the Weapons of Mass Destruction (WMD) Facilities Defeat Program Manager in the development of alternative, non-traditional operational capabilities to be employed by Special Operations Forces (SOF) in support of Counter Terrorism (CT) and Counter Proliferation (CP) missions.

Duties

This position is being filled under Direct Hire Authority 5 U.S.C. § 9905, 6/23/2023. As a PROGRAM ANALYST (WMD FACILITIES DEFEAT PROGRAM) at the GS-0343-12/13 some of your typical work assignments may include: Manage, analyze, and monitor activities involved in the creation and expansion of technologies, tactics, techniques, and procedures for defeating military or terrorist targets with emphasis on Weapons of Mass Destruction (WMD) related facilities, hard and deeply buried targets (HDBTs), maritime threats and mobile and re-locatable targets. Monitor commitment, obligation, and expenditure rates for assigned activities. Assist in maintaining and analyzing records of past, present, and planned work and makes necessary programmatic and technical judgment of priorities. Provide the Program Manager with pertinent information and recommendations from a financial perspective to assist with future financial decisions. Perform cost assessment, planning, scheduling, and monitoring of all WMD Facilities Defeat program activities. The incumbent surveys solution user representatives to define operational requirements, and establish project objectives. Formulate detailed plans and cost estimates for proposed projects related to WMD Facility Defeat capability development and prepares task statements. Defend program plans and budgets and recommends redirection or termination of existing activities to ensure that the highest quality of work and highest priority activities are being achieved.

• The incumbent is expected to be available for weekend travel, weekend layovers during travel, and long hours while in travel status. It is possible that the incumbent may be TDY approximately 25% of the time CONOUS/OCONUS.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Expert experience in and subject matter expert (SME) in SOF (Special Operation Forces) breaching and/or defeat operations in order to develop methods for defeat of adversary facilities. Expert experience with SOF (Special Operation Forces) and Countering Proliferation (CP) WMD (Weapons of Mass Destruction) tactical entry, production equipment, structural and security systems defeat tactics, techniques, procedures, and safety considerations, as well as all associated equipment, devices, and materials in order to advise leadership of contingency plans. Expert experience in project management principles and practices to develop or assess Project Management Action Plans; ensure compliance with project requirements; anticipate timeline challenges and bottlenecks, establish milestones; and establish working relationships with the project owners and stakeholders for overall project management and resolution of problems. Expert experience with the budget process and ability to prioritize and recommend resource allocation and develop investment strategies. Expert skills in innovative thinking and resourcefulness when resolving programmatic/administrative issues that result from frequently changing priorities. Prepares and presents staff actions and reports; develops complex responses /analyses; develops subject information papers; and provides input for policy initiatives. You may qualify at the GS-12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Experience with SOF (Special Operations Forces) breaching and/or defeat operations in order to develop methods for defeat of adversary facilities. Experience with Special Operations Forces (SOF) and Countering Proliferation (CP) Weapons of Mass Destruction (WMD) tactical entry, production equipment, structural and security systems defeat tactics, techniques, procedures, and safety considerations, as well as all associated equipment, devices, and materials in order to advise leadership of contingency plans. Experience in project management principles and practices to develop or assess Project Management Action Plans; ensure compliance with project requirements; anticipate timeline challenges and bottlenecks, establish milestones; and establish working relationships with the project owners and stakeholders for overall project management and resolution of problems.
