Serves as the Chief of the Strategic Planning Section for the VA Ann Arbor Healthcare System and VISN 10 Michigan-Erie Market. Michigan-Erie is an integrated healthcare delivery system committed to providing high-quality, accessible health care to Veterans in Michigan, Northern Indiana, and Northwest Ohio. The Strategic Planning Officer will serve in the Planning Section of SCRIPT Service reporting to the Chief Strategy Officer (CSO).

Duties

MAJOR DUTIES: STRATEGIC PLANNING- Leads the Michigan-Erie Market planning cycle to include: environmental scanning, gap analyses, strategy development and prioritization, implementation, and tracking. Incumbent is required to lead a multi-disciplinary team through the planning cycle per VHA and VISN guidance, eliciting input from senior leadership and coordinating planning related activities of the VISN Boards, Councils, or Committees . Incumbent is responsible for coordinating the development and effective implementation of the VISN/Market Based Strategic Plan that is aligned with VHA goals and priorities. Performs environmental analyses to understand local market dynamics and the impact of industry trends and VA and health care policy on the organization's strategic direction. STRATEGIC PARTNERSHIPS- Researches, engages, and collaborates with public and private community health care providers and organizations to expand VHA's health care delivery network, improve access to care, identity innovative solutions, and leverage all community resources in support of the Veteran population. Collaborates with other senior Michigan-Erie Market personnel responsible for Community Care, VA/DoD Sharing Opportunities, Indian Health Services and Tribal Health Programs, Academic Affiliations, Rural Health, Health Care Reform, Women's Health, Homeless Veterans, and other special programs to ensure program objectives are integrated into the VISN strategic planning efforts. COORDINATION AND SUPPORT OF MARKET PLANNING- Serves as the Michigan-Erie Market lead, directing the completion of planning tasks and responsibilities, and coordinating planning activities to ensure the integration of health system planning priorities into a consolidated service delivery plan. Builds consensus among market sites through facilitation, negotiation, and influencing in support of a unified market service delivery plan. Develops and manages related tracking mechanisms for VISN strategic initiatives and actions. Facilitates recurring meetings with market and facility planning personnel to provide planning-related updates and training (as necessary), track planning processes and implementation progress, and foster communication and collaboration among planning personnel. Develops and trains planners and other support staff in understanding and using VHA/VISN/Market planning processes, tools, and databases. DATA ANALYSIS- Performs VISN population-based demographic studies involving data collection and analysis, forecasting, and related methodologies, and advises facilities on planning issues associated with program development and expansion initiatives. Analyzes data using a variety of different sources and tools, including but not limited to: VHA Support Service Center (VSSC), Planning System Support Group (PSSG), Health System Planning Application, Allocation Resource Center (ARC), Census Bureau, State/Local Health and Veteran Agencies, Pyramid Analytics/ProClarity, Strategic Capital Investment Plan Automation Tool, Veterans Health Information & Technology Architecture (VistA), productivity and efficiency tools, space planning tools, and the suite of Microsoft Office products. SPECIAL PROJECTS / STAFF SUPPORT- Provides senior staff support for strategic operations and management efforts; supports new leadership transitions, ensures compliance with directives and VISN/local policy and guidance in preparing annual and cyclic documents; obtains and consolidates information from operating units; ensures bed configurations align with strategic plans and national (Congressional) requirements; reviews any changes in clinical programming to ensure alignment with national, VISN, and market plans and population projections; updates the clinical inventory to reflect any changes to the health service delivery system; collaborates in the development of and reviews all special initiatives for funding; and assists in compiling information to be presented to the VISN/Market Director's for use in the planning, development, and operation of VISN/Market programs. Work Schedule: 8:00 am to 4:30 pm (negotiable), Monday through Friday (negotiable) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. Note: You must submit a copy of your most recent personnel action/SF50. Additionally, An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Preferred experience (not required): Candidate is proficient in Strategic Planning and has 1-2 of years experience. Candidate possess a Bachelors degree in a healthcare related field.
