The Program Specialist for the Nursing Service at the Audie L. Murphy Division of the South Texas Veterans Health Care System reports to the Administrative Officer for the Nursing Service or designee as necessary. This position requires close collaboration with the Chief Nurses and Deputy Associate Chief of Patient Care Service (Deputy Nurse Executive). Additional contact will be with the Associate Chief of Patient Care Services (Nurse Executive) as necessary.
Duties
Major Duties:
Responsible daily to coordinate and facilitate the function of all services, clinical and administrative, which interface with Nursing Equipment and Acquisitions.
Manages the non-expendable equipment program of Nursing Service with approximately $21,000,000.00 worth of equipment.
In absence of the Administrative officer, the incumbent plans and coordinates assignments for the Nursing Administrative support staff.
Evaluate contract Performance, utilization, and cost. Responsible to manage, evaluate, verify, and release payment of invoices in the automated invoicing system.
Responsible for contract procurement including budgeting, securing funding, developing the acquisition packet, and ensuring the contracting office acts on the request.
The incumbent plays a key role in the standardization of equipment, within Nursing Service and the facility.
The incumbent identifies items that offer the greatest potential for standardization and serves as the using service's point of contact for product evaluations.
The program specialist is responsible for obtaining and maintaining certification as a Contracting Officer's Representative (COR), Level II.
The Incumbent serves as a technical consultant for all aspects of contract management.
Gives accurate interpretation of VA regulations, requirements, and other standards pertaining to the position.
Identifies needs; gathers, organizes, and maintains information; determines its' importance and accuracy and communicates the information by a variety of methods.
Manage the physical inventory of non-expendable equipment, including the exceptions list management and 5% verification checks conducted at a minimum yearly. Equipment management includes lifting equipment which may exceed 45 lbs., processing equipment
turn-ins, purging unused equipment, transferring equipment, and ensuring inclusion/removal of equipment from appropriate equipment inventory lists.
Responsibility to enter all equipment purchases and packages in eCMS, SEPG/EER and Vista. Responsible for the gathering, compilation, preparation, and submission of the annual ADP equipment needs to OIT.
Executes and managers equipment requests, utilizing the automated Equipment Tracking Request system in VISTA to place requests for new equipment, equipment moves, new lines, etc.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying knowledge of procedures and techniques of inventory and property management for a tertiary care facility; analyze inventory usage, control the level and flow of equipment and provide recommendations for changes in the equipment program; applying knowledge of Federal Property Management regulations relative to the classification of expendable and non-expendable property; applying knowledge of the necessary forms used for inventory control and purchasing, examples of forms include: procurement request forms, Government Bill of Landing (GBL) forms, bid abstracts, and purchase orders; and participating in the development and implementation of both long- and shortrange policies and plans. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or
LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
