The incumbent of this position shares responsibility with the RCALJ for managing the full range of OHA's legal, program and administrative Regional functions. Duties

The incumbent is responsible for developing, implementing and managing the Region’s financial management resource program. The incumbent formulates and justifies budget/financial and operational plans requesting funds for all regional program, management and administrative areas required in the successful operation of the Region. Exercises executive leadership in appraising and evaluating overall Regional operations. Directs a comprehensive management analysis and appraisal system to assure the effectiveness of Regional operations. Consistent with the goals and objectives established by Headquarters and the RCALJs, develops, implements and makes final determinations regarding Regional operational planning, objectives and policies. Identifies and defines broad and basic issues related to OHA operations that warrant consideration by the executive staffs in overall planning. Contributes significantly and responsibly to the formulation and implementation of national and Regional OHA plans, policies, and objectives. Coordinates the activities of the Region with other components of the Government and, through subordinate supervisors, gives direction to a Regional staff of clerical, technical and professional employees engaged in conducting a, {cont'd} comprehensive legal and management program to achieve maximum utilization of the Regional work force through employee development and training and by advancing personnel management practices to meet these objectives.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as providing executive level leadership and guidance; formulation of operating policies and procedures; and experience managing material, human and budget resources. NOTE: Your SSA-45 must specifically address the evaluation criteria for the position. Describe duties you perform (not just knowledge, skills and abilities) as they relate to the specialized experience for this position. Be clear, accurate and specific when describing your experience, e.g., list all positions separately, include full start and stop dates for each position, your grade and a comprehensive description of the relevant duties you performed in each position.
