The incumbent serves as a non-supervisory Senior Knowledge Manager, CI Directorate, Defense Counterintelligence and Security Agency (DCSA). The Knowledge Manager is a subject matter expert, senior staff member and oversees the CI Directorate's strategic knowledge management requirements to include collection, triage, database management, visualization, prioritization, and integration of diverse data sets throughout the CI missions and functions of DCSA.
Duties
As a MANAGEMENT AND PROGRAM ANALYST (KNOWLEDGE MANAGER) you will be responsible for the following duties:
- Serves as the CI Directorate Senior Knowledge Manager and process improvement transformation change agent.
- Independently develops and implements a change management program to assist the CI Directorate in transitioning to a knowledge-centric culture.
- Develops strategies to stimulate knowledge exchange and builds incentive structures to enhance KM and process improvement implementation.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Advanced knowledge of KM theory and practices; comprehend how knowledge assets can be leveraged, within the Doctrine, Organization, Training, Materiel, Leadership & Education, Personnel, and Facilities (DOTMLPF) spectrum, to gain organizational efficiencies. Extensive experience applying KM concepts, processes, practices, methodologies and foundational KM techniques and tools. Ability to analyze the goals, practices, structure, resources, operational and knowledge gaps of an organization to assess the effectiveness and efficiencies of various KM and change management processes. Comprehensive knowledge of the CI Directorate leadership priorities, requirements, and strategies; ability to apply this knowledge in managing the command's KM program. Possesses excellent management, leadership, administrative, and communication skills in order to function as a change agent within the organization.
