The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Air Combat Command's Air Superiority Division (ACC/ ASS).
Duties
Plans, organizes, and directs the activities of the Air Superiority Division (ACC/A8S), ensuring that all acquisition, development, modernization, and sustainment of air superiority Combat Air Forces (CAF) weapon systems complies with legal and regulatory requirements and meets customer needs. Serves as the USAF AU focal point for the Field Studies Program (FSP).
Exercises supervisory personnel management responsibilities.
Represents Air Combat Command's air superiority function with a variety of installation and functional area organizations.
Applying rated tactical aviator expertise in Air Superiority aircraft and weapons, directs, analyzes, develops, and evaluates detailed plans, programs, requirements, and Science and Technology needs for long range implementation of Air Force Air Superiority capabilities.
Actively leads strategic planning to improve organizational direction and focus using planning tools and techniques.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command-level air superiority plans and programs for conducting major operations such as mission and flight operations, exercises, Planning, Programming, Budgeting, and Execution (PPBE), acquisition, or similar operations. Applies knowledge of safety and security regulations, practices, and procedures. Applies knowledge of all Combat Air Forces (CAF) assigned air superiority weapon systems. Applies previously gained rated pilot experience in modem US fighter aircraft and applies operational knowledge of 5th Generation capabilities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command-level air superiority plans and programs for conducting major operations such as mission and flight operations, exercises, PPBE, acquisition, or similar operations.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
5. Knowledge of all CAF assigned air superiority weapon systems. Applies previously gained rated pilot experience in modem US fighter aircraft (for example, F-15C, F-16CJ, F-22, F-35, EF-18, etc.) and applies operational knowledge of 5th Generation capabilities.
6. Skill in designing and conducting comprehensive air superiority studies, and preparing solutions to especially broad, important, and severe military operational and contingency areas.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
