The primary purpose of this position is to To serve as a general supply specialist providing operations support to the organization's mission as part of the research, training, and education mission areas for the Defense Institute for Medical Operations.

Duties

Duties: Serve as the department's focal point for supply and service acquisitions. Oversees storage area, maintains accountability and adequate inventory levels for medical supplies and equipment for both mobile training and in-residence courses. Provides guidance, direction, and technical assistance to personnel to ensure compliance with applicable DoD regulations, instructions, directives and policy, AF, AFMC, and the Federal Acquisition Regulation (FAR). Serves as the Vehicle Control Officer (VCO) and facilitates/coordinates facilities managements and sustainment activities. Provides organizational quality improvements.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes includes experience in a broad range of supply instructions, procedures, regulations, guidelines, and their relations to a total logistics supply program; experience in supply operations to the extent of ability to plan, analyze and evaluate the effectiveness of the supply program. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of pertinent laws, statutes, regulations, policies, procedures, techniques, and methods applicable to supply, acquisition, and contract support operations and programs. Practical knowledge of a wide range of well-established and commonly applied supply management data processing and requirements for procurement transactions in applicable automated supply system (high focus on DMLSS), and in-depth knowledge of related systems functionality. Ability to receive, screen, review, and verify control documents and resolve discrepancies. Ability to analyze data, determine the root cause of problems, develop alternatives, and make recommendations to resolve a wide variety of complex supply and acquisition related problems and issues. Knowledge of pertinent laws, statutes, regulations, policies, procedures, techniques, and methods applicable to equipment management/control, and vehicle operations/support. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
