Duties

Plans, organizes, and directs the activities of the Compliance section, ensuring that Fuels Management complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the fuels compliance element with a variety of installation and functional area organizations. Assists the Financial Management & Comptroller (FMFC) in assessing and evaluating the entire fuels management operation. Reviews statistical operational data and makes recommendation to the fuels officer of actions required to reverse undesirable trends in the logistical management of fuels. In conjunction with FMFC, plans and schedules work assignments, on a long-range basis, by the organization supervised within schedules and priorities established by high authority and production control/management officials. Organizes and coordinates work activities and personnel of the fuels components.

  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Supply Series, 2001. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Fuels Operations Program relationships and in depth expertise of fuels inventory management and various specialized fields of fuels systems. Knowledge of a variety of technical and general fuels programs management and skill in applying analytical and evaluative methods and techniques to perform as the General Supply Specialist on fuels matters. Knowledge and broad understanding of logistical concepts, methods, principles and techniques to interpret policy direction for specific operating requirements, develop guidance and interact with base organizations to make judgements on availability, acquisition, authorization, justification, distribution, inventory management to support fuels functions. Detailed knowledge of wing fuels mission and skill in staff functions of problem research; quality assurance methods, principles and practices, analysis, coordination, procedures, regulatory limitations and relationship of quality to the processes and programs EDUCATION: Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. ORCOMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Detailed knowledge of wing fuels mission and skill in staff functions of problem research; quality assurance methods, principles and practices, analysis, coordination, procedures, regulatory limitations and relationship of quality to the processes and programs. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Knowledge of Fuels Operations Program relationships and in-depth expertise of fuels inventory management and various specialized fields of fuels systems. Knowledge of a variety of technical and general fuels programs management and skill in applying analytical and evaluative methods and techniques to perform as the General Supply Specialist on fuels matters. Knowledge and broad understanding of logistical concepts, methods, principles and techniques to interpret policy direction for specific operating requirements, develop guidance and interact with base organizations to make judgements on availability, acquisition, authorization, justification, distribution, inventory management to support fuels functions. Knowledge and understanding of budget and economic principles and techniques as they apply to logistics and procurement of fuels to manage and direct the fuels account. Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
