Duties

Performs duties as team leader and is responsible to the supervisor for assuring that the work of the team is carried out by performing a range of coordinating and supportive duties and abilities Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members Monitors and analyzes the daily fuel inventory records for Defense Working Capital Funded DLA-owned petroleum inventory at assigned DFSPs for timeliness and accuracy Plans, develops, manages, and evaluates the Fuel Inventory Accounting and Fuel Loss Control Programs for their assigned geographical areas Recommends changes to current policy and procedures to support the accurate and timely identification of fuel losses and inventory accountability for both wholesale and retail operations Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team/individual members in identifying the parameters of a viable solution Reviews data in Fuels Manager Defense which is DLA Energy Inventory system of record, Enterprise External Business Portal and Enterprise Business System to identify errors and ensures timely correction by the processing in Defense Fuel Support Points

Qualifications

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience with planning, developing, and managing the Fuel Inventory Accounting and Fuel Loss Control Programs. Utilizing the Fuels Manager Defense (FMD) to identify errors and ensure timely correction by the processing Defense Fuel Support Points (DFSPs). Researching and analyzing accounts to identify discrepancies, determines corrective action, and providing guidance to ensure timely monthly reconciliation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
