The primary purpose of this position is to as an Air Reserve Technician (ART) Officer, to serve as Chief of the Force Generation Center (FGC) Operations Division. The incumbent directs command and control, oversight, and support of Reserve aviation operations. Incumbent also directs crisis response operations for the command' Crisis Action Team (CAT), and management of all CAT facilities and systems.
Duties
Plans, organizes, directs, and oversees the activities of the Operations Division of the Force Generation Center (FGC) through Branch Chiefs and their associated staffs, ensuring the organization complies with legal and regulatory requirements and meets Air Force Reserve Command (AFRC) Commander's Intent.
Exercises supervisory personnel management responsibilities.
Provides overall management and guidance for oversight, movement planning, and operational support of Air Force Reserve Command forces.
Directs Air Force Reserve Command Crisis Action Team (CAT) functions and staff.
Represents the Force Generation Center and Operations Division at meetings and conferences attended by representatives of other staff offices, Headquarters (HQ) Air Force Reserve Command, HQ United States Air Force (USAF), other Major Commands, and other agencies.

- Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities

- Unless exempt, selectee must satisfactorily complete a one year supervisory/managerial probationary period.
- This position is designated as a key and Critical Sensitive position. Employee must obtain and retain a TOP SECRET clearance.
- Must possess a high degree of tact and diplomacy and demonstrated leadership and managerial abilities to successfully execute and manage command operations.
- This position is designated as an emergency essential position.
- This is designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC.
- Rated aircrew experience is highly desired or extensive experience in command-and-control operations.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-13 level in federal service (or equivalent in other pay systems) in which equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position. Specialized experience includes developing, directing, and managing operational functions through subordinate supervisors and their associated staffs, ensuring the organization complies with legal and regulatory requirements; advising management officials of higher rank; ensuring reasonable equity exists among subordinate organizations; making decisions on non-routine, costly, or controversial training needs and training requests related to employees of the organization; finding and implementing ways to eliminate or reduce significant bottlenecks and barriers to production, promoting team building, and improving business practices.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of operation concepts, logistics policies and procedures, and command and control methods, policies, and procedures applicable to the management of organizations and personnel.
2. Knowledge of aviation and non-aviation operations, missions, and directives; structure of subordinate units and their missions; dynamic aircraft and equipment limitations and capabilities sufficient to determine feasibility of mission requirements.
3. Knowledge of analytical and evaluative methods and procedures, and skill in evaluating complex program operations to develop comprehensive and multi-faceted reports.
4. Ability to plan, organize, and direct critical functions and mentor, motivate, and evaluate the staff of an organization through subordinate supervisors.
5. Ability to analyze, plan, and adjust complex work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate effectively both orally and in writing; to negotiate complex issues, and to maintain good order, discipline and working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
