This position is located with the Bureau of Indian Affairs, OJS, Division of Indian Highway Safety in Albuquerque, New Mexico and will serve as a Program Analyst (Finance) for the Indian Highway Safety Program providing grants management and accounting for the Indian Highway Safety Program and will work with Tribal programs as well as other Federal Agencies.

Duties
Duties listed are demonstrative of the position but not limited to:
Identifying new resources and program approaches to solve specific highway safety programs unique to the physical and psychological environment of Indian Reservations.
Recommending long-term strategic policies and plans for Tribal governments to establish institutionalized highway safety programs on their respective reservations.
Serving as liaison for the BIA Indian Highway Safety Program and Tribal law enforcement agencies in the implementation and management of individual highway safety programs
Preparing and transmitting vouchers and other financial documents to National Highway Traffic Safety Administration (NHSTA) in accordance with applicable guidelines.
Providing technical assistance and advice to the Special Agent-in-Charge and the Coordinator of the BIA Indian Highway Safety Program.
Providing information and guidance to Tribal law enforcement agencies on checkpoints, saturation patrols and other enforcement strategies available for participating in uniformed enforcement efforts.
Establishing and maintaining reports, listings and summaries of budgetary items and categories, including tribal highway safety project line-items.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS:
OPM Qualification Standards- Management and Program Analysis Series, GS-0343
GS-09 Grade Level: One (1) year of specialized of specialized experience at or equivalent to the GS-07 grade level performing the following: 1). Preparing fund reconciliation and statistical reports using an automated database; 2). Conducting periodic analysis of fiscal and budget data in monitoring program funding; and 3) Skill in resolving conflict related to grant accountability and financial matters.
OR
Education: Master's degree or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related.
OR
Combination: A combination of education and experience that meets the requirements of the position.
GS-11 Grade Level: One (1) year of specialized of specialized experience at or equivalent to the GS-09 grade level performing the following: 1) Preparing fund reconciliation and providing technical assistance in coding documents for data integrity for Federal and Tribal grants; 2) Providing periodic analysis of fiscal and budget data in monitoring program funding and making recommendations to budgetary structure; and 3) Skill in resolving conflict related to grant accountability and financial matters.

Education: Ph.D. or equivalent graduate degree or have completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination: A combination of education and experience that meets the requirements of the position.
