The primary purpose of this position is: To serve as the senior Information Warfare Planner and Military Information Support Operations (MISO) capability and planning subject matter expert to the 16 AF Information Warfare (IW) Cell.

Duties
1. Serves as the senior subject matter expert on current and future Military Information Support Operations capabilities and planning.
2. Serves as the architect and developer of MISO planning efforts.
3. Exercises supervisory personnel management responsibilities.
4. Establishes and maintains a current series of liaison contacts within the DoD, Sister Services and national level agencies as a recognized authority in MISO, within the field of information operations and information warfare.
5. Prepares and delivers oral presentations such as briefings, training sessions, consultations and strategy sessions with other staff functions and activities to secure cooperation, resolve controversial matters, convey information relative to proposed changes and advocate for requirements in assigned program(s).

Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of and skill in applying a comprehensive range of intelligence research, collection methods, dissemination applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments. Subject matter expert in MISO, joint planning and the integration of other information related capabilities. Extensive knowledge of the full range of information warfare (IW), information operations (IO), intelligence research, collection methods, techniques, and practices to use multi-source information systems to capture data in order to make recommendations in developing threat assessments, recommendations and courses of actions (COAs). Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of Military Information Support Operations (MISO) sufficient to plan, organize, and synchronize MISO with deliberate and crisis action planning. Knowledge of joint military cyber operations.
2. Knowledge and familiarization with Military Deception (MILDEC) information operations (IO), information warfare (IW), electromagnetic warfare (EW), cyberspace operations (CO), public affairs (PA) and Intelligence, Surveillance and Reconnaissance (ISR), Joint and Service doctrine sufficient to support Air Forces Cyber missions.
3. Ability to advise on and formulate Air Force MISO policy sufficient to support Joint wartime, crisis and peacetime Information Warfare planning.
4. Ability to maintain control of classified material, quickly assimilate disparage date, render knowledgeable and accurate assessments.
5. Knowledge of and skill in analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with other Directorates, Component Commands, other Combatant Commands, the Joint Staff, National Security Agency and other Services, peers and management to advocate plans and programs related to accomplishment of the IW NAFs mission. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
