Duties
You will perform assignments related to project planning, monitoring, and coordination of the systems analysis related to networks and/or telecommunications.
You will respond to customer requests for all information technology and telecommunications project related difficulties, analyzes, and evaluate problems, and provide solutions.
You will plan and implement new and changed information systems and telecommunications equipment.
You will participate in on-site surveys and/or reviews project information to determine status of the function and adequacy and quality of services.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing a wide range of technical and project management work in the planning, development, integration, utilization, and modification of information technology services.
GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting in performing a wide range of technical and project management work in the planning, development, integration, utilization, and modification of information technology services.
Qualifying Experience
Examples: Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: I am able to review data from multiple sources and determine relevant information to a given situation. I draft, edit and disseminate written reports and status updates that are factual, timely and relatively error free.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: I develop and maintain relationships with customers with diverse needs. I provide technical information about products and services. I assess the needs of customers and identify or tailor products and/or services to meet their needs. I resolve non-routine problems, questions, or complaints and direct the most complex problems, questions, or complaints to the appropriate person.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: I communicate, explain, or defend ideas or information clearly. I listen to others and recognize potential miscommunications.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: : I use logic to identify alternatives to solve problems. I identify and solve problems by gathering and applying information from a variety of materials or sources that provide several alternatives.

Conditions of Employment continued:
~ ABility to operate government non-tactical vehiclaes, including foure wheel drive vehicles, on public roads and aboard military installations, including off highway operation.
~ Ability to earn and maintain mandatory credentials required to comply with DoD 8570.01M. Must obtain and maintain Information Assurance Technician Level 2 (IAT-2), which is commensurate with the scope of major assigned duties assigned to this position, within 6 months of hire. Failure to maintain required certification is grounds for removal.
Education
Basic Requirements
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
GS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
GS-09:
master's degree or equivalent graduate degree
or
full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree
