About the Position: Serves as Deputy Chief Information Officer (CIO), and Assistant Department Head (ADH). Incumbent plans and orchestrates the various daily departmental functions and reports to the CIO. This is a Direct Hire Solicitation

Duties

Conceives, articulates, and communicates the clinic command information systems and telecommunications vision and strategy. Directs the operation and delivery of all information systems and telecommunications hardware, software, network, operations and support services to users throughout the organization to meet departmental and Command goals and objectives. Analyzes and supervises the design of administrative applications to include feasibility studies, functional and economic analysis, development of specifications programming, testing, implementation, maintenance, and operations. Ensures awareness of DHA (Defense Health Agency), DOD (Department of Defense), and other applicable policies and guidelines concerning fraud, waste, and abuse including communicating these guidelines to subordinates. Maintains the command's Information Systems Cyber-Security program, ensuring that all aspects of Information Systems Cyber-Security, including HIPAA safeguards are within DHA, and local instructions and directives. Develops Information Management planning documents, such as facility-wide annual information management budgets, system replacements, and infrastructure upgrades to meet the command's mission. Oversees all technical systems, system statistics, and implementation for long-term and short-term Information Management and DHA goals. Evaluates all work performed by Information Management personnel.

Requirements

  • This is a drug and alcohol testing designated position (TDP) subject to pre-employment drug and alcohol tests and random drug and alcohol testing based on the requirement to possess a Top Secret security clearance.
  • This position is subject to screening and update of required immunizations.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual season influenza vaccinations in accordance with Defense Health Agency Procedural Instruction 6025.34.
  • This position is identified as Mission Essential which may require you to work or remain at work during an emergency situation or when inclement weather has curtailed operations (e.g., threat to the facility, natural disaster, delayed reporting).
  • This position may require you to be on-call on a rotational basis, responding to emergency calls at times beyond the normal duty day.
  • This position is required to work uncommon tours of duty hours such as, on-call, working either fixed or rotating shifts, evenings, weekends and/or holidays.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment which includes a comprehensive background investigation.
  • This background investigation includes, but is not limited to, contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service.
  • Must be able to obtain and maintain IAT Level III certification by completing one of the commercial certifications as outlined in DODM 8140.03 within six (6) months of employment.
  • Must be able to obtain and maintain IAM Level I certification by completing one of the commercial certifications as outlined in DODM8140.03 within six (6) months of employment.
  • This position requires a one year probation to assess your ability to perform supervisory duties unless previously completed.
  • This position requires Temporary Duty (TDY) or business travel approximately 5% of the time away from your permanent duty station.

Basic Requirement for Supervisory Information Technology Specialist (PLCYPLN/SYSADMIN): Specialized and Other Experience: One year of specialized experience which includes: 1) Assisting clinical organizations in developing information systems including establishing IT performance metrics and network strategies; 2) Evaluating the impact of changes in cyber-security requirements on current policy in a healthcare setting; 3) Plans and coordinates the installation of new products or equipment; AND 4) Initiates corrective or preventive actions, such as identifying and mitigating security vulnerabilities and risks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
