Duties

You will provide technical direction and recommendations for enterprise services. You will supervise a group of employees, provide administrative and technical supervision; perform the administrative and human resource management functions relative to the staff supervised. You will recommend and implement technical solutions for both a persistent and tactical communications architecture. You will advise and provide communications solutions to ensure communications architecture remains dynamic, adaptive, relevant and reliable. You will advise and support Communications Section Officer in Charge (OIC). You will provide IT analysis and design techniques, telecommunication equipment requirements using management principles, agency policies and standards relating to infrastructure on evaluation. You will provide oral and written communication skills in order to prepare, present, and interact with a diverse audience.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: managing, updating and coordinating network and system communications diagrams for garrison, tactical, training and simulation networks. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: recommend and implement technical solutions for both a persistent and tactical communications architecture. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: advising, influencing, motivating, and coordinating program sustainment and communications support. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: developing local reference guides and standard operating procedures; develop work improvement plans; provide advice and counsel to workers. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-12 or pay band in the federal service or equivalent experience in the private or public sector: Analyzing and recommending methods for enhancing the efficiency of complex information technology services, equipment, and facilities; AND providing staff direction and advice relative to existing information technology services, equipment, and facilities. This requires submitting a new ANACI Personnel Security Investigation (PSI) every 10 years. Failure to successfully meet the Secret Security Clearance eligibility requirement is grounds for removal. 2) Misuses of Government IT systems is cause for disciplinary action, including removal. 3) Required to sign an agreement not to disclose, in any manner, Classified Information to any individual. 4) Position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area of Oversee and Govern - Program/Project Management/IT Project Management (DCWF Code 802), and as a condition of employment, incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include: ~ Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned (Information Assurance Management Level 3 (IAM-III) and; ~ You will be required to participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor. 5) Must be able to obtain and maintain IAM Level III certification within 6 months of hire. These certifications include: Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP), Global Information Assurance Certification (GIAC) Security Leadership Certificate (GSLC), or Certified Chief Information Security Officer )CCISO).
