Duties

Serve as Army Community Service (ACS) Multi-Functional Specialist at the installation level with the responsibility of assisting Commanders with assessing, tailoring/prioritizing ACS service delivery in support of local military and Family needs. Provide ACS services designed to maximize Soldier, Retiree, Family, Survivor and Civilian adaptability, promote self-reliance, and Readiness. Consults with on and off site community leadership officials on Soldier and Family Readiness services and related issues. Collaborates with key organizational staff and organized groups within/outside the installation. Evaluates and interprets data to identify and clarify issues and concerns; determines courses of action to positively affect Soldier and Family readiness, mission readiness, recruitment and retention. Designs and develops service-specific pamphlets, brochures, and audio-visual aids to disseminate community resource information. Maintains relationships with professional associations, base agencies, and others to enhance and deliver comprehensive services.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Additional information about transcripts is in this document. Basic Requirement for Army Community Service Specialist: A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as such as psychology, counseling, sociology. (Note: You must attach a copy of your transcripts.) OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Note: You must attach a copy of your transcripts.) OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: One year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes: 1) providing assistance to Soldiers, Retirees, Families, Survivors and Civilians; promoting self-reliance, and Readiness. 2) Working with on and off site leadership on Family Readiness issues. 3) Developing long and short range goals. 4) Assisting in the development of local policies to streamline and improve ACS programs. 5) Developing and maintain relationships with professional organizations/agencies to improve ACS services provided. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Behavioral Science, Education. (Note: You must attach a copy of your transcripts.) OR Specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) OR Experience as described in A AND the education described in B. (Note: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: AccountabilityInterpersonal SkillsPlanning and EvaluatingTeamworkWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
