About the Position: Located at Fort Novosel, Alabama
Duties
Exercises operational control of Army Substance Abuse Program (ASAP) non-clinical personnel and administrative oversight of the ASAP clinical personnel.
Consolidates the non-clinical and clinical data for budget and manpower planning to higher headquarters and manages and monitors the installation Army Substance Abuse Program (ASAP) non-clinical budget.
Serves as the first line supervisor of the non-clinical workforce for Risk Reduction Program, Employee Assistance Program, Soldier Biochemical testing and the Drug-Free Federal Workplace programs, Education and Training, Suicide Prevention.
Performs all actions in support of non-clinical personnel, e.g. hiring, orienting, contracting, directing, supervising, monitoring and evaluating performance.
Provides staff advice on essential Army Substance Abuse Program (ASAP) resources services and operations involving complex professional non-clinical service functions supporting the DHR program.
Plans and develops local policies, procedures, and reporting requirements and systems to effectively accomplish program goals.
Studies and implements technical directives and regulations from higher authorities and provides for their application through a professional staff of Army Substance Abuse Program (ASAP) employees.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.

Basic Requirement:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Psychology.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes planning or coordinating the activities of an alcohol and/or drug substance abuse program in accordance with policies, procedures and regulations from sources such as the Department of Defense or the Department of the Army; overseeing projects and services intended to meet a public need such as a Risk Reduction Program, Employee Assistance Program, Soldier Biochemical testing and the Drug-Free Federal Workplace programs, Education and Training, and Suicide Prevention; identifying the types of substance abuse and social services programs needed; planning, assigning and reviewing the work of others.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
