Duties
You will serve as the principal business and financial advisor to the respective Division and Department Heads supported by this Business Financial Manager (BFM) Division.
You will manage, coach, mentor and supervise and technically lead a team of BFM competency financial personnel in a Research and Development Navy Working Capital Fund (R/D NWCF) environment.
You will manage financial aspects of a defense acquisition/non acquisition program throughout the acquisition life-cycle; interpret fiscal appropriation laws, policies, financial management regulations and application of strategic goals.
You will demonstrate leadership abilities by providing advice and guidance concerning the usage of Direct, Overhead, Service Center, Naval Innovative Science Engineering and Capital Investment Program budgets based on financial regulations.
You will ensure the Division is in compliance with all financial management policies, procedures and guidelines, including implementation of financial internal reviews for a current and comprehensive evaluation of financial execution performance.
You will lead and coach a workforce in executing and analyzing Navy Enterprise Resource Planning (NERP) and other IT Tools used in the Division, Department and Center to monitor and ensure financial data, data analytical tools and resources are used.
You will exercise civilian leadership in carrying out assigned supervisory duties, including establishing performance objectives in accordance with STRL principles and guidelines.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- Generally, current Federal employees applying to STRL jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NM-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Business Operations such as development and forecasting of A-11 budgets, procurement practices, and monitoring and achieving R&D Navy Working Capital Fund targets and guidelines.
