About the Position: Winchester, a city of 30,000, is located in the beautiful Shenandoah Valley 70 miles northwest of Washington, DC. Selection may be made at either the GS-11 or GS-12 grade.

Duties

The Project Management Plan (PMP) establishes Project Delivery Team (PDT) responsibilities, sets expectations, documents project scope and criteria, schedules and milestones, budgets, dependencies, and responsibilities of the participating parties. Serve as life-cycle Project Manager that is responsible for the overall management, control, coordination, and execution of assigned projects. Interpret and implement program policies, directives and procedures and ensures the timely accomplishment of all activities in areas of planning, programming, design, and contracting responsibilities. Endorse all products produced in support of the project and ensure the project schedule incorporates sufficient time and resources for the PDT to produce quality products. Ensure introduction of latest forecasts, resolves in advance anticipated problems in the areas of performance goals, timing, and potential costs. Review concept designs for compliance with project scope, requirements, functionality, and ensure that the project design does not exceed authorization and funding limitations. Implement corporate decisions, guidance, laws, regulations, and policy in the development of the projects and intermediate products in support of the project through the entire project life cycle.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position may require TDY up to 25% of duty time.
  • Incumbent must be able to obtain and maintain a SECRET Security Clearance.
  • Incumbent is required to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Qualifications for the GS-301-11: Specialized Experience: One year of specialized experience which includes assisting with design and construction projects; working closely in area of planning, design, and contracting; researching compliance to requirements of projects and design builds; and involved in the decision making of projects plans to attain customer goals. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Qualifications for the GS-301-12: Specialized Experience: One year of specialized experience which includes implementing program policies and ensuring the timely accomplishment of all activities in areas of planning, design, and contracting responsibilities; reviewing concept designs for compliance to ensure the project design does not exceed authorization and funding limitations; negotiating contracts and project management experience for design and construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCustomer Service (Clerical/Technical)Project Management GS 11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education
