Job opening: INTERDISCIPLINARY MECHANICAL/ELECTRICAL ENGINEER

You will serve as a Mechanical Engineer or Electrical Engineer in the Public Works Department, NAS Pensacola, of Naval Facilities Engineering Systems Command (NAVFAC) Southeast. Duties

You will estimate requirement changes for equipment and utilities as a result of new equipment needs, construction projects, and renovation and improvement projects. You will conduct engineering evaluations to determine conditions of existing facilities and associated systems (e.g., heating, ventilating, air conditioning, refrigeration [HVAC]). You will analyze mechanical needs (e.g., make calculations, sizes, select fans, pumps, compressors, boilers, chillers, exchangers) to determine mechanical equipment and systems suitable for economy and efficiency. You will collaborate with managers and decision makers to solve discrepancies impacting maintenance project operations. You will develop program status reports such as technical assessments, risk assessments, technical recommendations or technical information. You will serve as the regional Subject Matter Expert (SME) for HVAC systems. You will track Planned Maintenance (PM) and Work Orders (WO) on critical Heating, Venting, and Air Conditioning (HVAC) to develop programs to ensure optimal service life and operations.

  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position requires current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico.  If you meet this requirement, you must provide a copy of your current registration with your application.

Qualifications

Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. In addition to the SPF and basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying expertise in advanced facilities maintenance theories, principles, concepts, standards, and methods sufficient to resolve unique problems, conditions, or issues; 2) Applying understanding of general industry facilities maintenance practices and work practices; how they are accomplished, administered and funded along with knowledge of the NAVFAC structure, its mission and interrelated programs; 3) Providing technical advice to senior colleagues and Navy officials responsible for broad maintenance and sustainment program operations; and 4) Providing innovative recommendations for advancing a maintenance and sustainment program to support the Navy's facilities sustainment goals. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
