Job opening: INTERDISCIPLINARY MECHANICAL/ELECTRICAL ENGINEER

You will serve as a Facility Sustainment Engineering (FSE) Program Engineer in the Public Works Business Line of NAV FACILITIES ENGINEERING COMMAND SE. Duties

You will utilize engineering practices, techniques, and equipment to solve problems with commercial/industrial HVAC systems. You will coordinate with Capital Improvement Business Line (CIBL) on HVAC design, acceptance, and commissioning of new HVAC systems for sustainment operations. You will evaluate data to provide management with recommendations on improving HVAC performance and reliability and develop long-range plans for HVAC projects. Review designs and specifications for changes to HVAC infrastructure (i.e., central thermal plant chillers and boilers, waterfront utility plant chillers, etc.) You will provide technical guidance in development of plans for overhaul, repair, and modernization of critical facility equipment including complex engineering designs and calculations. You will ensure installations are utilizing energy efficient components and materials including Federal Energy Management Program (FEMP) List and Energy Star products in executing service type calls and project work. You will analyze and de-conflict recommended scheduled maintenance practices for facilities equipment with Navy Policy and guidance for facilities management.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying expertise in advanced facilities maintenance theories, principles, concepts, standards, and methods sufficient to resolve unique problems, conditions, or issues; 2) Applying understanding of general industry facilities maintenance practices and work practices; how they are accomplished, administered and funded along with knowledge of the NAVFAC structure, its mission and interrelated programs; 3) Demonstrates extensive practical knowledge of the operational, mechanical and electrical characteristics of a wide range of facility systems; 4) Reads and interprets blueprints, technical directives and manufacturer's instructions; 5) Possesses knowledge of principles, practices and procedures used in the design, construction, maintenance, repair and testing of all types of HVAC; 6) Possesses knowledge of safety and operational and instructional regulations; and 7) Accepts differing views, makes rational assessments, and presents alternatives and solutions with tact and conviction when dealing with unusual situations. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
