Duties
You will serve as a Mechanical Engineer (Instructor)
You will serve as principal adviser to Commanding Officer, NAVSCOLAVSAFE as an engineering expert and instructional specialist in aviation technical topics.
You will serve as an aviation structures instructor, coordinating, advising, and managing the technical topics portion of the curriculum of the School of Aviation Safety.
You will perform the full range of supervisory duties over assigned personnel.
You will teach aviation structures courses.
You will develop and update curricula, lesson plans, examinations and grading criteria for aviation structures courses.
You will participate with instructional staff in classroom exercises, laboratories and course feedback loops.
You will serve as a backup instructor for Aerodynamics and Investigations lecture series.
You will consult with mishap investigators and/or boards on technical and engineering matters relating to aerodynamics, aviation structures and investigative techniques.
You will attend and present briefs and academic papers at meetings and seminars for matters relating to aviation safety and mishap investigation.
You will represent NAVSCOLAVSAFE, Naval Aviation and the United States Navy with credibility and stature.
You will serve as the building manager for the crash lab and oversee and serve as resource person for Parts and Crash Laboratories.
Requirements

- You will be required to stand for periods of 50 minutes or more while delivering lectures. Consecutive lectures are often required.
- You will be required to stand and lecture outdoors at the crash lab.
Qualifications
There is a Basic Requirement to hold a GS-0830 position in the federal service. See the "Education" section of this announcement for details.
To qualify, in addition to meeting the Basic Requirement, your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector using mastery of advanced concepts, principles, and practices of mechanical aerospace or structural engineering to perform the following:
1) Serving as a classroom instructor in aviation structures using mastery/advanced level knowledge of the theories and principals of aeronautical engineering, including rotary- and fixed-wing aerodynamics and aero-structures.
2) Teaching, including preparing and giving oral presentations, evaluating student work, preparing, and administering distance learning courses, and providing key input to academic curricula.
3) Developing and updating curricula, lesson plans, examinations, and grading criteria for aviation structures course.
4) Participating with the instructional staff in classroom exercises, laboratories, and course feedback loops.
5) Providing management, direction, or supervision of professional and/or technical personnel.
There is no educational substitution for Specialized Experience in this series at this grade level.

Education
There is a Basic Requirement to hold a GS-0830 position in the federal service which is:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
There is no educational substitution for Specialized Experience in this series at this grade level.
