You will serve as a SUPERVISORY PROGRAM ANALYST in the Deputy Commander for Surface Warfare (SEA 21) of NAVSEA HQ FIELD SUPPORT.
Duties
You will make managerial level decisions by determining and assigning action items for problem resolution, developing alternative courses of action and implementing these alternatives.
You will interact with a wide variety of international customers who are engaged remotely and in-person with our team for FMS case execution activities.
You will direct, review, control, and approve the tasking of other NAVSEA, Directorates, Offices, and external organizations and field activities that perform work and provide services and equipment/material through FMS cases.
You will determine and define needs for Contract Support Services, assist in determining acquisition solutions, and prepares necessary Procurement Requests (PR's) for internal review.
You will participate in source selection and technical review of proposals, and acts as the contractual technical POC.
You will be the principal point of contact for all day-to-day business decision making and resolve problems or organization conflicts that impact or impede progress in meeting objectives and requirements of programs and approved FMS cases.
You will oversee and monitor all technical and managerial aspects of the Division's assigned countries and cases.
You will supervise the PMS 326 FOTS warehousing process, including plans for distribution of material to FOTS customers.
You will assist in development and execution of FMS case transportation plans, coordinate FMS transportation requirements with other USG offices and organizations.
You will determine programmatic/logistics/technical areas needing improvement and identifies potential source of future problems., including workload balancing throughout the assigned team.
You will assess the impact of potential problems and develops alternatives, temporary fixes, or workarounds to problems which have considerable impact on customers' programs.
You will develop and implement new concepts and procedures to overcome problems that are systemic to 'old ways" of doing business.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NH-03) or grade level (GS-13) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "managing acquisition, technical, logistical, or programmatic efforts for Foreign Military Sales (FMS) cases to support the construction, modernization, overhaul, or maintenance of surface ships programs or projects."
