Duties
This program is designed to provide USGS employees career growth opportunities who have potential but do not presently meet the Office of Personnel Management qualification requirements of the position.
This is an Upward Mobility Program opportunity. If selected, you will be placed in the entry position and receive specific training designed to qualify you for the target position at the end of the training period. Upon successful completion of the training program, you will be reassigned or promoted to the target position. If the target position has promotion potential, you may then be promoted non-competitively to the next grade in the career ladder.

Qualifications
Upward Mobility Program Eligibility Requirements
Under the Upward Mobility Program, you do not need to meet any general or specialized experience qualification requirements.
You must: (1) be a current USGS employee serving on: (a) a career or career-conditional appointment in the competitive service, or (b) a limited or excepted appointment that provides for noncompetitive conversion to a permanent appointment; (2) be in a position at the GS-9 level or below that has a career ladder of GS-10 or below, and (3) have a current performance rating equivalent to "Fully Successful."
You may only apply for Upward Mobility Program opportunities at or below your current grade level. Initial assignment will not be a promotion, however employees who apply and are selected for a lower grade may be eligible for pay retention. Education
- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
- Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
