About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Strategic Systems Support Element (SSSE) HQ's Element, Alexandria, Virginia.
Duties
Provide advice and assistance to the commander, staff directors, and subordinate organizations on all facets of manpower management, including force structure, manpower mix of military, government civilians, and contracted workforce.
Assist with the conduct of internal Manpower studies/assessments (internal realignments, force structure moves, and manpower rebalances) and coordinates for external manpower surveys.
Supervise a highly technical staff of multi-functional program and management personnel and provides functional and technical supervision, advice, and guidance to the G8 programming staff.
Plan and assign work, delegating authority as appropriate; sets and adjusts priorities as necessary; develops performance standards and apprises work, giving advice and/or instructions as required.
Identify developmental and training needs of employees and, in accordance with applicable policies and procedures, take appropriate actions to provide those needs.
Hear and resolve complaints from employees.
Inform and coordinate SPP events (e.g. Council of Colonels, Executive oversight Council) with unit leadership and other staff to determine and attendance and participation requirements.
Establish and ensure work schedules are met, and reviews work in progress and upon completion.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top-Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
- Temporary Duty Travel (TDY) maybe required up to 10% of the time.

3) Interpreting regulations and legislation to determine the impact to program operations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
