This position serves as the Lead IT Specialist (Systems Administration) in the NIH Business Systems (NBS) under the Office of Management, Office of the Director. The overall objective of the NBS is to facilitate the scientific mission of the NIH and provide an administrative/scientific system that is cost effective and provides accurate and timely information.
Duties
The ideal candidate will perform the following duties:
Technical Analysis and Troubleshooting
Perform technical analysis to diagnose and resolve IT configuration, cloud infrastructure, and integration issues.
Identify and address problematic trends and patterns.
Customer Support Development:
Create and enforce customer support policies, procedures, and standards to deliver outstanding service.
Project Leadership:
Drive successful execution of IT systems development projects, encompassing cloud infrastructure, through comprehensive project management and post-implementation support.
Product evaluation and recommendations:
Conduct in-depth assessments of new IT products and cloud services, including product comparisons, feasibility studies, cost-benefit analysis, and performance testing. Provide data-driven recommendations for implementation.
Manage infrastructure on cloud platforms (Oracle Cloud, Microsoft Azure); supporting commercial off-the-shelf applications (Oracle eBusiness Suite, Unison PRISM, CGI Sunflower); custom applications using Oracle APEX and cutting-edge technologies.
Perform federal security audits, zero trust architecture, and open source security.
Develop presentations for briefings to executive audiences.
Requirements

Qualifications
In order to qualify for the IT Specialist, GS-2210-14 position, you must have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that you possess each of the following four competencies:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

You must demonstrate in your resume that you have at least one (1) year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, typically gained in the IT field or through performing IT related tasks such as: performing technical analysis to diagnose and resolve IT configuration, integration and security issues; leading IT systems development projects through the entire project lifecycle to include: developing project schedule, estimating resource requirements, defining milestones and deliverables, and defining post-implementation support requirements; recommending IT policy and procedural updates to ensure compliance and risk mitigation; conducting feasibility, performance and compatibility testing and cost benefit analyses of new IT products and services; AND making recommendations for future implementation of IT products and services to management.
