Duties
Serves as the Financial Analyst in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to serve as a Financial Manager (Information Technology). The incumbent serves as the IT Group budget analyst and has the responsibility as the focal point for the resolution of difficult and complex funding issues.
Position responsibilities include:
Responsible for formulation and preparation of the DeCA IT budget. Manages the preparation and
submission of the Program Objective Memorandum (POM)/Budget Estimate Submission (BES) and the
President's Budget for the DeCA IT annual budget.
Reviews draft Departmental (DoD) Program Decision Memorandum and Program Budget Decisions.
Prepares and coordinates official DeCA IT responses to external organizations, i.e., Comptroller, OMB and Congressional staffers requests for information technology budget related information.
Develops and implements revised policies, procedures and guidance for use across DeCA IT to ensure continued
compliance with all budget formulation guidance and regulation.

Your resume and supporting documents must show that you possess (A) 1 year of specialized experience equivalent to the GS-13 grade level or equivalent to at least GS-13 under other Federal service pay systems, private sector, or military.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Examples of qualifying specialized experience:
Advise on integrating the financial or budgeting system IT Group.
Financial management and accounting,
IT portfolio management, and IT capital planning.
Develops, integrates, and coordinates policy and governance for IT budget formulation.
Develops and implements revised policies, procedures and guidance for use with budget formulation guidance and regulations.
Education
Education used to qualify for this position must be from an accredited school or educational institution recognized by the
U.S. Department of Education and a copy of your transcript is required as part of your application package.
