Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a/an Supervisory Equal Opportunity Specialist, you will: Serve as an Enforcement Branch Chief and is responsible for conducting investigations, including concurrent investigations, under the laws enforced by the Office of Fair Housing and Equal Opportunity. Have first line responsibility for conducting compliance reviews and may supervise Equal Opportunity Specialist who are performing program operations functions and also may be responsible for the educational and outreach responsibilities within the Branch. Serve as the principal advisor to the Enforcement Director with respect to investigation of complaints filed under the laws, within the jurisdiction of the region. Also serves as principal advisor to the Enforcement Director on inquiries and or complaints that need to be processed. Carry out responsibilities under Title VI of the Civil Rights Act of 1964; Section 109 of the Housing and Community Development Act of 1974, as amended; Section 3 of the Housing and Urban Development Act of 1968, Section 504 of the Rehabilitation Act of 1973; and Equal Housing Opportunity pursuant to relevant Executive Orders. Supervise the daily operation of the Enforcement Branch, and is responsible for overall management of the Branch's case load, which includes: timely recognition and pursuit of situations that require prompt judicial actions when necessary, coordinating efforts to pursue prompt judicial action with the Intake Branch; providing assistance and direction to investigators during the investigation of complaints, preparation of investigative plans, investigative research during all phases of the investigation, the timely collection of information and evidence, the timely and accurate analysis of information and evidence, timely preparation of final investigative reports, and all other duties related to the satisfactory completion of the investigative process. Supervise the on-site investigations or compliance reviews and/or complaint investigations of HUD programs in the region's jurisdiction; negotiates voluntary compliance agreements and compliance agreements.

You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: - Supervising staff or providing oversight of the analyses and application of fair housing laws and equal opportunity regulations such as the Fair Housing Act, Title VIII of the Civil Rights Act of 1968, Title VI of the Civil Rights of 1964, Section 109 of the Housing and Community Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Section 504 of the 1973 Rehabilitation Act as it relates to housing, and Title II of the Americans with Disabilities Act or other civil rights laws and regulations; AND - Serving as a team leader addressing a wide variety of employee, stakeholder, and client issues to collect and present factual information to aid in resolution of individual complaints and drafting determinations and Letters of Findings; AND - Identify and recommending solutions for particularly broad and in-depth equal opportunity problems as well as the enforcement of the applicable civil rights statutes. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Performing analyses and applying fair housing laws and equal opportunity regulations such as the Fair Housing Act (also known as Title VIII of the Civil Rights Act of 1968), Title VI of the Civil Rights of 1964, Section 109 of the Housing and Community Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Section 504 of the 1973 Rehabilitation Act as it relates to housing, and Title II of the Americans with Disabilities Act or other civil rights laws and regulations; AND - Addressing a wide variety of employee, stakeholder, and client issues to collect and present factual information to aid in resolution of individual complaints; AND - Identifying and recommending solutions for equal opportunity problems. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
