Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Supervisory Equal Opportunity Specialist, you will:
Supervises the intake, assessment, assignment, tracking and conciliation/resolution of complaints received under the following statutes: Title VIII of the Civil Rights Act of 1968, as amended, Title VI of the Civil Rights Act of 1964; Section 109 of the Housing and Community Development Act of 1974, as amended; Section 504 of the Rehabilitation Act of 1973; the Americans with Disabilities Act, the Age Discrimination Act; and Equal Housing Opportunity pursuant to relevant Executive Orders or other relevant laws.
Responsible for overall management of the Branch's case load.
Identifies and recommends to the Director the initiation of Secretary initiated cases.
Represents the Regional Director on fair housing and equal opportunity matters that fall under the Branch Chief's responsibilities, at various State and local conferences, symposia, workshops, meetings and other gatherings sponsored by Governors, Mayors, and various organizations and groups interested in equal opportunity.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Analysis and application of fair housing laws and equal opportunity regulations such as the Fair Housing Act, Title VIII of the Civil Rights Act of 1968, Title VI Civil Rights of the 1964, Section 109 of the Housing and Community Development Act of 1974, Section 504 of the 1973 Rehabilitation Act as it relates to housing, and Title II of the Americans with Disabilities Act.; AND
- Experience in managerial techniques, human relations and skills to effectively address a wide variety of employee, stakeholder, and client issues.; AND
- Applying the Fair Housing Initiative (FHIP) and Fair Housing Assistance Programs (FHAP), which includes: testing methodologies; FHIP enforcement strategies and operations; and FHAP adjudication processes.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Analysis and application of fair housing laws and equal opportunity regulations such as the Fair Housing Act, Title VIII of the Civil Rights Act of 1968, Title VI Civil Rights of the 1964, Section 109 of the Housing and Community Development Act of 1974, Section 504 of the 1973 Rehabilitation Act as it relates to housing, and Title II of the Americans with Disabilities Act.; AND
- Applying the Fair Housing Initiative (FHIP) and Fair Housing Assistance Programs (FHAP), which includes: experience testing methodologies; FHIP enforcement strategies and operations; and FHAP adjudication processes.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
