Job opening: Supervisory Equal Opportunity Specialist

Salary: $105 383 - 195 200 per year

This position is located in the Department of Housing and Urban Development, Asst Secretary for Fair Housing and Equal Opportunity.

Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a/an Supervisory Equal Opportunity Specialist, you will: Responsible in connection with equal opportunity and civil rights including those under Title VIII of the Civil Rights Act of 1968, as amended, Title VI of the Civil Rights Act of 1964. Section 109 of the Housing and Community Development Act of 1974, as amended; Section 504 of the Rehabilitation Act of 1973; the Americans with Disabilities Act, the Age Discrimination Act and relevant Executive Orders. Serve as Enforcement Branch Chief and is responsible for conducting investigations, including concurrent investigations, under the laws enforced by the Office of Fair Housing and Equal Opportunity. The incumbent may also have first line responsibility for conducting compliance reviews and may supervise Equal Opportunity Specialist who are performing program operations functions and also may be responsible for the educational and outreach responsibilities within the Branch. Develop performance standards that are aligned with Departmental and organizational goals, missions and objectives. Evaluates work performance of subordinates, develops budget and administers and manages funds. Identify developmental and training needs of employees and provide or arrange for adequate development and training. Responsible for counseling, disciplinary actions, awards, merit staffing and delegating responsibilities and other actions. Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Establish goals, objectives and activities for the Branch. Set priorities for the Branch and determines goals and objectives that need additional emphasis. Represent the FHEO Center on fair housing and equal opportunity matters that fall under the Division Director's responsibilities, at various State and local conferences, symposia, workshops, meetings and other gatherings sponsored by Governors, Mayors and various organizations and groups interested in equal opportunity.

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: -Supervising or providing oversight of the analysis and application of fair housing laws and equal opportunity regulations such as the Fair Housing Act, Title VIII of the Civil Rights Act of 1968, Title VI of the Civil Rights Act of1964, Section 109 of the Housing and Community Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Section 504 of the 1973 Rehabilitation Act as it relates to housing, and Title II of the Americans with Disabilities Act.; AND -Addressing a wide variety of employee, stakeholder, and client issues to collect and present factual information to aid in resolution of individual complaints.; AND -Overseeing and administering and a broad jurisdictional program to identify and recommend solutions for particularly broad and complex equal opportunity problems as well as the enforcement of the applicable civil rights statutes. Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: -Performing analysis and applying fair housing laws and equal opportunity regulations such as the Fair Housing Act (also known as Title VIII of the Civil Rights Act of 1968), Title VI of the Civil Rights Act of 1964, Section 109 of the Housing and Community Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Section 504 of the 1973 Rehabilitation Act as it relates to housing, and Title II of the Americans with Disabilities Act.; AND -Addressing a wide variety of employee, stakeholder, and client issues to collect and present factual information to aid in resolution of individual complaints.; AND -Identifying and recommending solutions for particularly broad equal opportunity problems as well as the enforcement of the applicable civil rights statutes. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
