The Supervisory Program Specialist is located in the Associate Director of Patient Care Line Office at the Michael E DeBakey Veterans Affairs Medical Center for the Inpatient Nursing Service. The Supervisory Program Specialist serves the Inpatient Nursing Service (INS) as the coordinator, advisor, analyst, and planner for the delivery of the health care services with the INS.
Duties
Applies specialized knowledge of health care management to the planning, organization, and evaluation of the delivery of services.
Assists in the design, implementation, modification, and maintenance of quality management and risk management programs.
Analyzes problems that are unique to the organization with its broad program missions, complex administrative management problems, rapid fluctuation in various program priorities and requirements, and the many conflicts between program requirements and available resources.
Incumbent will provide administrative supervision for office staff, plan and coordinate changes in workload, sets and adjust short-term priorities, assigns, directs and reviews work of subordinate staff, evaluates work performance, and develops performance standards.
Responsible for coordinating and facilitating the function of all services, clinical and administrative that includes relations with support services such as Fiscal, Contracting, Logistics, Human Resources, Police, Engineering, Environmental Management, Health Administration Service, etc.
Understanding of the critical balance between the administrative and clinical functions in the health care delivery system, and ability to coordinate and control programs and resources to achieve this balance.
Incumbent will conduct various Inpatient Nursing Service staff meetings and other various committee meetings and serve as an information source in continually briefing the Executives of the program's status as well as developments in the fields.
Analyze benefits and costs of accomplishing work in-house versus contracting; recommend whether to contract; and provide technical requirements and descriptions of the work to be accomplished.
Ability to independently present controversial and critical observations and findings as the facility adapts to changing emphases.
Remains knowledgeable of current negotiated contracts and maintains positive relationships with local labor organizations.
Incumbent meets the needs of customers while supporting the organizations mission by consistently communicating and treating internal and external customers in a courteous, tactful, and respectful manner and Handling conflicts and problems in dealing with the customer constructively and appropriately.
Provides administrative supervisor to ensure that information provided to outside parties is accurate and consistent and to plan and coordinate the work directed with that of others outside the subordinate organization.
Responsible for personnel administration including knowledge of personnel operations including position classification, physician recruitment and credentialing and privileging files, grievance procedures, performance standards, and disciplinary actions.
Conducts special analytical studies to resolve critical programmatic, organizational, or functional problems that require special skills in the application of scientific methodologies in problem solving, identifying feasible alternatives, and resolution of program problems, complaints, and grievances.
Understanding of the critical balance between the administrative and clinical functions in the health care delivery system, and ability to coordinate and control programs and resources to achieve this balance.
Work Schedule: Monday-Friday 7:30am-4:00pm or 8:00am-4:30pm (Subject to change based on the needs of the Agency.)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Determining the best methods, tools, and processes for developing and implementing a health care program.
Skill in improving productivity, effectiveness, and efficiency in program operations and/or administrative support activities.
Experience analyzing and resolving problems to include making recommendations for improvement regarding staffing, effectiveness, and efficiency of program activities and the delivery of care.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. May require occasional travel.
