Winchester, a city of 30,000, is located in the beautiful Shenandoah Valley 70 miles northwest of Washington, DC.
This position will be filled on a permanent basis.
Duties
Manage overall program budgets to include forecasting and financial analysis.
Serve as the district's primary point of contact for customer and other external agencies on assigned programs/projects.
Manage assigned program/project scopes, budgets and schedules.
Provide status reports on projects assigned (progress, issues and trends) to the district corporate leadership.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Business travel (TDY) may be up to 20% of duty time.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which include administer assigned program for overall management, control, coordination and execution of assigned programs and projects; coordinates the planning, design, cost engineering, construction, and environmental considerations; and manage program scopes, budgets and schedules.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). All requirements must be met within 30 days of job announcement closing.
